China is likely to be successful. This is a consideration which is vital to Hong Kong, but it is equally important
for safeguarding British interests all over China. the British point of view a beginning can best be made in Kuang-tung, just as from the Japanese point of view the best starting-place would be Manchuria; and i beg that no illusory visions of a re-unification of China under a central government may be allowed any longer to stand in the way of a close rapprochement between Hong Kong and
Canton.
